Following the Roman Catholic diocese of Busan, Masan, Gwangju, on July 7, 2013 3:00 p. m., the main auditorium of the Catholic Hall in the Roman Catholic diocese of Incheon, in the name of 150 priests, the Solidarity Priest of the Roman Catholic diocese of Incheon (the Solidarity Priest) pronounced the political Mass and the political manifesto of priests in the Roman Catholic diocese of Incheon which call for punishing the National Intelligence Service (NIS) meddling in the presidential election of 2012 and those who are responsible for the incident.

The political manifesto issued on the day urged the Blue House (Cheongwadae) and the ruling Saenuri Party to examine and punish the person in charge who has connection with cover-ups and play-down attempts of the NIS meddling in the presidential election of 2012, to transparently disclose the parliamentary probe into the NIS of the governing Saenuri Party, and to make announcement of a thorough reform bill to the NIS and to make a public apology for the incident by the Park administration, quoting a passage from the Bible that "Every tree that does not bear good fruit is cut down and thrown into the fire. (Matthew 7: 19)"

The Solidarity Priest said that "following Catholic social doctrine of the Church, the Roman Catholic diocese of Incheon has strived to keep the values, but with observing the current political situation that truth and justice has disappeared and democracy has been destroyed, in desperate feelings, we comes forward to the line-up so as to recover democracy, together with the people."

They quoted passages from the social doctrine of the Roman Catholicism that ‘An authentic democracy is not merely the results of a formal observation of a set of rules but is the fruit of a convinced acceptance of the values that inspire democratic procedures: the dignity of every human person, the respect of human rights, commitment to the common good as the purpose and guiding criterion for political life (Compendium of the Social Doctrine of the Church 407),’ ‘The subject of political authority is the people considered in its entirety as those who have sovereignty. In various forms, this people transfers the exercise of sovereignty to those whom it freely elects as its representatives, but it preserves the prerogative to assert this sovereignty in evaluating the work of those charged with governing and also in replacing them when they do not fulfil their functions satisfactorily.’ (Compendium of the Social Doctrine of the Church 395)’ and, with regard to the recent controversial topics; the NIS meddling in the presidential election of 2012 and the Northern Limit Line (NLL) disputes, insisted that those incidents are the significant action shaking up the democracy and the foundation of a nation by its roots.

Subsequently, they said this political situation is not only the challenge to Church which has always been with history for democracy, but also the vice of being hostile to God who works in the World and the Church and they pointed out that "in the society which democracy went away, there is no place for those who are poor and powerless and people come to be misery."

An official of the Solidarity Priest emphasized that up to the coming August 7, 2013, "the number of priests who sign the political manifesto can increase" and underlined the fair and quick settlement on the situation of the NIS meddling in the presidential election of 2012 and preventive measures against recurrence.

The Roman Catholic diocese of Incheon has attempted to maintain the values, following Catholic social doctrine of the Church in the course of founding democracy. However, with observing the current political situation that truth and justice has disappeared and democracy has been destroyed, in desperate feelings, we come forward to the line-up so as to recover democracy, together with the people.

The Church values the democratic system. "An authentic democracy is not merely the results of a formal observation of a set of rules but is the fruit of a convinced acceptance of the values that inspire democratic procedures: the dignity of every human person, the respect of human rights, commitment to the common good as the purpose and guiding criterion for political life (Compendium of the Social Doctrine of the Church 407)," and Political authority, in fact, "whether in the community as such or in institutions representing the State, must be always exercised within the limits of morality and on behalf of the dynamically conceived common good, according to a juridical order enjoying legal status. When such is the case citizens are conscience-bound to obey (Compendium of the Social Doctrine of the Church 394)," but "In various forms, this people transfers the exercise of sovereignty to those whom it freely elects as its representatives, but it preserves the prerogative to assert this sovereignty in evaluating the work of those charged with governing and also in replacing them when they do not fulfil their functions satisfactorily." The Church teaches people that most of all, purposes democracy seeks after and procedures democracy practices should be always moral. It also highlights the services the power of the state exercises honestly and responsibly for embodying this teaching.

However, the recent illegal NIS intervention in last year’s presidential election and manipulative politics, the revelation of confidential documents of a nation, and "the NLL disputes" and consumptive arguments surrounding it are significant action shaking the democracy and the formation of a nation by its roots.

The Church regards this political situation as both the retreat from democracy built up at the cost of so many people’s blood and sacrifice and the symbolic event which collapses the trust and the consent of our society. Besides, it is not only the challenge to Church which has always been with history for democracy, but also the vice of being hostile to God who works in the World and the Church.

The Church warns that The Church values ‘the democratic system’ … ‘As history demonstrates, a democracy without values easily turns into open or thinly disguised totalitarianism.’ (the Hundredth Anniversary of Rerum Novarum 46) Our situation is now at a crossroads as to whether it goes forward to an authentic democracy or it watches over going backward to totalitarianism which suppresses freedom of individuals and human rights.

Standing at a crossroads, believers make a choice genuine conscience, introspection, definite action because in the society which democracy went away, there is no place for those who are poor and powerless and people come to misery.

With observing the current political situation that truth and justice has disappeared and democracy has been destroyed, 150 priests in the Roman Catholic diocese of Incheon now make it clear that we require the following demands, including conscience of faith and warning.

The manifesto calls for:

1.Examine and punish the person in charge who has connection with cover-ups and play-down attempts of the event of the National Intelligence Service intervention in the presidential election of 2012.

2.The ruling party should reveal the limping parliamentary inquiry
into the National Intelligence Service transparently in front of the
whole people.

3.The Blue House (Cheongwadae) announces a thorough reform bill
of the National Intelligence Service including its political meddling
before people.

4.The Park administration should apologize for a violation of the
National Intelligence Service interference in the presidential
election of 2012 ahead of people.
