606 students at Korea University in South Korea issued a political manifesto denouncing political plot of the presidential election of 2012 by the Nat

They pledged to guard democracy through holding a funeral of Article 1 of the Constitution of the Republic of Korea, which reads, "The Republic of Korea is a democratic republic," and practicing 108 prostrations

606 students at Korea University in South Korea issued a political manifesto denouncing political plot of the presidential election of 2012 by the NIS on August 14, 2013. It is the first time that students at Korea University in union participated in signing a political manifesto, although last June by the name of the Student Council and the Central Steering Committee they have ever made a statement related to the NIS scandal.

This afternoon, in front of the headquarters of the Saenuri Party in Yeongdeungpo, centra, Seoul students at Korea University released the political manifesto, urging that "the Saenuri Party and Park Geun-hye that devastated the presidential election and cajoled the public into deluding must take direct responsibility for the intervention in the presidential election by the National Intelligence Service (NIS)."

They censured for the grave misdeeds and it is as follows: "Serious crimes such events as the systematical intervention in the election by the NIS whose obligation as the state machinery is to stick to political neutrality and the police’s concealment of these facts by the indications from superior authority took place . Although probably the Saenuri Party and President Park Geun-hye make attempts to prevent the people from seeing and hearing, cover real facts, neutralize the parliamentary investigation, and manipulate the media, it is impossible that they can control public indignation."

Especially, they reprimanded for the facts that "the National Assembly is driven to extremes of the limping situation, including the case that confederating with the NIS, the Saenuri Party systematically neutralized the parliamentary investigation and also in the procedures of the parliamentary investigation, they devoted themselves to arguing the absurd allegations to further encouraging manipulation of public opinion by the NIS, blatantly standing on NIS’s side. Thus, it caused public indignation people deserve to bear."

They pointed out that media control is highly serious. They condemned the fact, saying that "Chosun, JoongAng, and Dong-A dailies did not cover the NIS scandal at all or treated it as trivial gossip about political controversies, and three public channels, KBS, MBC, SBS, showed the appalling misbehavior to edit in whole or disrupt a related current affairs program without any reason as well as to block news reporting."

Subsequently, "the essence of the NIS scandal is to wreak havoc on the Constitutional order of the Republic of Korea caused by the then President Lee Myung-bak and the Saenuri Party in systematically intervening in the election through mobilizing the state-run agencies for the purpose of prolonging their political authority and above all, when it is revealed where responsibility lies, President Park Geun-hye, the presidential candidate of the Saenuri Party cannot avoid taking an arrow of responsibility for it." they added.

Kim Hyung-nam, a chairperson of the Steering Committee on Emergency Coalition of a People (a slogan, Korean: 민족, RR: Minjok) Korea University, explained that "candlelight vigils continue to be held and tens of thousands of people light candles at a plaza every weekend and also they raise their voices for revealing the truth and punishing the persons who are in charge of the NIS scandal. Therefore, we got to prepare the political manifesto with perception that now is the time that this moment requires turning the situation into a new phase to evidently pinpoint where the responsibility lies and to call for taking the responsibility for it with grasping the circumstances about the event closely."

‘Emergency Coalition of a People (a slogan, Korean: 민족, RR: Minjok) Korea University to settle the crisis of the National Intelligence Service (NIS) interference in the presidential election’ has attracted the students to join the political manifesto by their own signatures through both online for example Facebook and offline on campus since August 6, 2013 and the total number of 606 students converged their thoughts.

On the day, with releasing the political manifesto, they visited the headquarters of the Saenuri Party and handed it to ruling party lawmakers after they held a funeral of democracy which mourns for democracy trodden down by the NIS and practiced 108 prostrations.

The following is the full text of the political manifesto of students at Korea University and a list of their names.

"Who are the foes of democracy?"

The political manifesto of 606 students at Korea University for revealing the truth of the persons who are in charge of the situation caused by the NIS intervention in the presidential election and restoring democracy


Last December 2012, several questions about the allegation that Miss Kim, an agent of the National Intelligence Service (NIS), is deploying psychological warfares defaming the presidential candidate of the Opposition on the Internet space against the public opinion ahead of the 18th presidential election were raised and the police started to investigate. At that point where the presidential election was just a few days away, the police made a statement that they could not find out no suspicion against her and President Park Geun-hye, the presidential candidate of the then ruling party vilified the Opposition, toning up her rhetoric, saying that they induced the NIS agent who has been found not guilty of it to plunge into danger. But the fact that all the things they have mentioned has been proven to be a lie has been exposed to broad daylight. That is, it is discovered that although they have already known that the NIS agent had posted countless comments to degrade the presidential candidate of the Opposition on the websites, the top brass in the police forced them to conceal the facts as if they could not discover anything. Since then, a torrent of real evidence of the NIS meddling in the domestic politics and manipulation of public opinion in the presidential election has been unleashed by the prosecution probe. Serious crimes such events as the systematical intervention in the election by the NIS whose obligation as the state machinery is to stick to political neutrality and the police’s concealment of these facts by the indications from superior authority took place.

‘The Saenuri Party leads the parliamentary investigation to limp’

Under these circumstances that it has been proven to be true that the NIS interfered in the presidential election, the National Assembly planned to execute the parliamentary investigation until 45-days deadline from last July through August 15. But because of the disturbance caused by the Saenuri Party, the parliamentary investigation has been driven to extremes of the limping situation. Owing to picking holes in things irrelevant to the core of the matter by the ruling party, by August, it was only a day that with formal procedures the National Assembly was in session and as it was of no use for the governing party to find faults with that, members of the parliamentary investigation on the side of the Saenuri Party suddenly went on vacation under the pretext that the weather was hot, and in the end it was paralyzed. In addition, in the procedures of the parliamentary investigation, ruling party lawmakers devoted themselves to arguing the absurd allegations to further encouraging manipulation of public opinion by the NIS, blatantly standing on NIS’s side. Thus, they caused public indignation people deserve to bear. As a gang, confederating with the NIS, the Saenuri Party systematically neutralized the parliamentary investigation.

‘Media control to prevent the people from seeing and hearing’

Media control is highly serious. Although the phenomena to undermine the foundation of democracy took place, major media outlets have adhered to remain silent. Chosun, JoongAng, and Dong-A dailies did not cover the NIS scandal at all or treated it as trivial gossip about political controversies, and three public channels, KBS, MBC, and SBS, showed the appalling misbehavior to edit a related current affairs program in whole or disrupted without any reason as well as to block news reporting. Besides, it is the real situation that overseas pro-democracy protests were covered as scoops by them, but candlelight vigils denouncing the situation at which tens of thousands of people gathered at the plaza every weekend were not purposely reported by them. Without control by the government like this, it is unfeasible to invent media in a thoroughly orderly manner.

‘Who try to veil the NIS scandal and for what?’

The NIS is the state machinery under the direct control of the President and reports all the administrative briefing straight to him. Therefore, it is the then President Lee Myung-bak who supervised the NIS meddling in the presidential election as a executive director. The essence of the NIS scandal is evident. That is, the then President Lee Myung-bak and the Saenuri Party are to wreak havoc on the Constitutional order of the Republic of Korea through mobilizing the state-run agencies and systematically intervening in the election for the purpose of prolonging the political authority, which means that the Saenuri Party is afraid that the fact that the responsibility of this serious crime lies to itself will be proven to be true through the parliamentary investigation. Most of all, when it is revealed where responsibility lies, President Park Geun-hye, the presidential candidate of the Saenuri Party cannot avoid an arrow of responsibility for it and then with all-out efforts President Park Geun-hye and the Saenuri Party will make attempts to cover this situation.

The fair election is the basic of democracy. History of democracy of the Republic of Korea is history of blood which so many people have shed to achieve the fundamental rights. Until when, do we have to entitle the proposition that ‘The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants’ to the truth. To call for blood is not ‘democracy’ but the foe of it to suffocate justice and veil the truth. Unless we eradicate them, history of blood might be reiterated. The time has come for undergraduates to confront the democratic foes on the front line. We will fulfill a calling as responsibility of youth the Republic of Korea grants us, with the proud nature spirit of a People (a slogan, Korean: 민족, RR: Minjok) Korea University which with a resolute will fired the fuse of the April 19 Revolution within the oppression of Lee Syng-man dictatorial regime which was tyrannical like a keen-edged part of a blade.

Although President Park Geun-hye and the Saenuri Party make attempts to prevent people from seeing and hearing and cover real facts, finally the truth will come to accomplish a victory and justice will be set straight. Although probably President Park Geun-hye and the Saenuri Party can neutralize the parliamentary investigation and manipulate the media, it is impossible that they can control public indignation. The Saenuri Party which regards itself as the foe of democracy for exaggerated covetousness to recreate their political authority will be punished just as the amount they deserve to take. President Park Geun-hye also cannot avoid responsibility for it.
 
We call for:

1.The ruling Saenuri Party and President Park Geun-hye that devastated the presidential election and cajoled the public into deluding must take direct responsibility for the intervention in the presidential election by the National Intelligence Service (NIS).

2.Execute stern punishment of the NIS which wreaked havoc on democracy and the police officials concerned who concealed this fact.

3.Have to put the NIS which committed a crime of transcending the law in a shade spot under the control of the people and fundamentally prevent the NIS from interfering in the domestic politics.

4.The press has to cover the truth on the part of the public and reject the suppression of the government.
