The CPAJ called on President Park Geun-hye to ‘purify illegality and to gain new confidence’

The candlelight of the Nationwide Crisis Prayer Meeting held by the Catholic Priests’ Association for Justice denouncing the situation of manipulation of public opinion about the 2012 presidential election by the National Intelligence Service (NIS) which called for ‘the Dissolution of the National Intelligence Service and the Restoration of Democracy’ was first kindled on August 23, 2013 at Seoul Plaza at 7:30 p.m.

This is the first time that after the scandal of manipulation of public opinion about the 2012 presidential election by the NIS occurred, the religious sphere collectively held a candlelight rally.
 
At the Nationwide Crisis Prayer Meeting held with the participation which consisted of approximately eight thousand people who attended the service including about 200 priests and nearly 500 nuns at 15 Roman Catholic dioceses all of the country, congregants, and citizens, the attenders chanted “the Dissolution of the National Intelligence Service and the Restoration of Democracy”, “Punish the persons in charge of the NIS meddling in the presidential election”, and called for the dismantlement of the NIS, the punishment of the concerned persons, and the halt of the ongoing plot by Cheongwadae (the Blue House) which has prevented the prosecution from making efforts to reveal truth.

A large number of high-profile figures of the Democratic Party at a time participated in the Nationwide Crisis Prayer Meeting of the day and the participants were composed of a member of the National Assembly Moon Jae-in who was the then main opposition Democratic United Party’s candidate for the 2012 presidential election and first took part in the events denouncing the NIS intervention in the presidential election and several lawmakers including Gang Gi-jeong, Yang Seung-jo, No Yeong-min, Hong Jong-hak, Bae Jae-Jeong, Yu Seung-hui, Le On-ju, U Yun-geun, Jeong Dong-yeong, a senior advisor to the main opposition Democratic Party.

When Ha Chun-su, a father of the Roman Catholic diocese of Masan, preached at the Nationwide Crisis Prayer Meeting, he said that manipulation of the presidential election by the NIS in the name of psychological warfare against North Korea deserved to question what the fundamental qualities proper to a civil servant are.

Subsequently, he asserted that “these shameful and audacious misdeeds have been concealed, reduced, and distorted by the NIS, the Police, broadcasting stations, and major conservative newspapers. In addition, given that the movements of the ruling Saenuri Party in line with Cheongwadae as shields for the matter of the NIS, I am sure that they go hand in hand with each other.”

Especially, he raised his voice saying that “the most important thing is the fact that the matter of the NIS meddling in the election is not the past situation but the ongoing situation and although the intelligence agency should work silently on shaded ground, as it now has nakedly managed to manipulate the political issues, the people are afraid of when the NIS will be able to conspire weird things. Considering its misbehavior, it had rather be dissolved than continue to be maintained.”

After that, he also urged that “those who administer the affairs of state look at the sea of the candlelight (by the people) and must listen to their cries. The regime that does not turn its eyes to them and closes its ears to their voices is just the same as another dictatorship. As if no one can cover up the heaven with the palm of your hand, truth has already been disclosed. In taking a look at indignation of the people, promptly stop the rule for public security and the politics by manipulation.”

The CPAJ appealed to the citizens for the following: “Under the forthcoming political situation of public security, possibly our routines can have great possibilities of the reiteration of destruction and illegality such as the 2009 Yongsan massacre and the dismissal of workers by Ssangyong Motor, the Four Major Rivers Project and the enforcement of the construction of electricity transmission towers in Miryang, and the destruction of Gurumbi Rock in Gangjeong Village, Jeju. Therefore, join in the deportation of the lies and the movement of restoration of democracy together with the fighting spirit equal to the confrontation against the dictatorship of Rhee Syng-man and the military dictatorship of Park Chung-hee.”

Regarding the NIS the CPAJ argued that “the NIS itself sufficiently testified that thanks to all kinds of the illegalities committed by it, it is a being of how threatening it is to the existence of democracy. Therefore, there is no cause of its continued existence. It must be dismantled in no time.”

Dissolution of the National Intelligence Service and Restoration of Democracy

“None calleth for justice, nor any pleadth for truth: they trust in vanity, and speak lies: they conceive mischief, and bring forth iniquity.”

(Isaiah 59:4)

1. Throughout the Lee Myeong-bak government, the Churches have spent sorrowful and agonizing time. Whenever we witnessed the scenes of destroying Mother Nature, expelling the citizens from their homes, and throwing labors out of their places of work, we cannot but question what the cause of the existence of a nation really is again and again. Owing to this, we prayed that a beautiful government to protect human beings between the two giant powers of nation and capital would come into being more desperately than any other moment. We also sincerely wished the Park Geun-hye government to realize such hope.

2. But it was revealed to the world that in the proceedings of the presidential election the National Intelligence Service distorted the will of the people by developing systematic maneuvers. We were appalled at the commitment of the illegalities that no one even could imagine. Furthermore, the suspicions that even the result crossed by a narrow margin might have been manipulated in advance have continued to be raised. We cannot believe in the facts, but if it is true, it is awful.

3. Appeals of all sorts of different sectors and classes to call for revealing truth and reforming the National Intelligence Service have occurred in succession since last spring. The Roman Catholic Church of South Korea also expressed deep concerns about the defamation and contamination of procedural democracy. It is the first time in the Roman Catholic Church history of South Korea that priests, monks, and nuns of 15 dioceses nationwide agreed to issue the manifesto. That is the evidence to show how deep democracy in the Republic of Korea is in serious danger.

4. But all the appeals were ignored. As we saw at the recent parliamentary hearing, the Park Genu-hye government and the ruling Saenuri party interrupted and mocked the efforts to reveal truth and insisted on dodging the evident facts that have been proven to be true with saying them ambiguously as another lie. However, it cannot be buried in oblivion despite conducting such misbehavior. Those are the felonies such as the misdeed to steal the inter-Korean summit transcript on purpose by distorting its original meaning for winning the presidential election and the disclosure of this by the National Intelligence Service without authority that must be punished at all costs including the maneuvering of online postings for manipulating public opinion.

5. We are well aware of the dire results lies weave, It is the case that although as a matter of fact the regime of Lee Myeong-bak which turned the precious lifelines of our nation into the swamps of death is in current power, the Park Geun-hye government and the ruling Saenuri Party have quibbled over the Four Major Rivers Project with the allegation that it was a honorable public project far from reflecting on that. The valuation of the result that was regarded as a rescue of Four Major Rivers as well as the pretext of the project designed to revitalize them are the far-fetched lies. If the cancer cells of lies which have completely become chronic don’t be cured clearly, our society never has any hope. The mind to hate injustice and love justice will also increasingly have no place to stand in our society and finally we will lose humanness itself. These are the right reasons that we call the manipulation which has been committed by the National Intelligence Service and has been concealed by the National Police Agency a felony and then call for revealing truth.

6. Now is the time that we all should remove avarice that fills our minds and contemplate reality with integrity although so much time has passed. Unless we implement these actions, there is no doubt that our future will be not safe. In that sense, we wish President Park Genu-hye to determine to take measures and take the lead. President Park Geun-hye of her own accord should discover the illegal and evil practices and the criminals committed by the National Intelligence Service against democracy piece by piece including intervention in politics and manipulation of public opinion and then punish them strictly according to legal judgment and only after those actions are taken it is possible to set history straight and the President herself also can come to the public eye honorably by dispelling the disgrace of the invalidity of the presidential election.

7. The Roman Catholic Church of South Korea courteously ask fellow priests, all the pure and clean monks and nuns, and fellow Catholics and fellow democratic citizens to put into practice. The responsibility of the governance by the lies and for the lies which has gone well to such an extent lies with all of us who have stood idly by against evil. Under the forthcoming political situation of public security possibly our routines can have great possibilities of the reiteration of destruction and illegality such as the 2009 Yongsan massacre and the dismissal of workers by Ssangyong Motor, the Four Major Rivers Project and the enforcement of the construction of electricity transmission towers in Miryang, and destruction of Gurumbi Rock in Gangjeong Village, Jeju. Bear in mind the fact that “only the organized strength of conscious citizens is the last ditch defense of democracy” and take care of each other so that the lamplight of spirit cannot be gone out.

8. We call for the following with containing ardent desires of the laity in the Catholic Church, monks, nuns, and priests.

First, The National Intelligence Service itself sufficiently testified that thanks to all kinds of the illegalities committed by it, it is a being of how threatening it is to the existence of democracy. Therefore, there is no cause of its continued existence. It must be dismantled in no time.

Second, all the criminals including Won Se-hun, the former director of the National Intelligence Service, South Korea’s spy agency and Kim Yong-pan, the former commissioner of the Seoul Metropolitan Police Agency who have implicated in the scandal of the National Intelligence Service must be strictly punished.

Third, Cheongwadae (the Blue House) must end the plot to prevent the prosecution from making efforts to reveal truth according to the law and principles instantly. Nothing is more foolish than committing another crime for covering a crime.

Fourth, President Park Geun-hye clearly purifies illegality and comes to appear before the people and humbly apologizes for them and then gains new confidence. Only after she fulfills the above-mentioned articles, he will be able to dispel the disgrace of the invalidity of the presidential election.

9. We first pledge the vocation of the light. September is the Month of Martyrs in the Roman Catholic Church of South Korea. Brighten dense darkness of the times with the spirit of martyrs who dedicated their lives generously for respect for God and love for their neighbors.
