 말레이메일이 “한국의 잔다르크 유관순, 역사의 장에 출몰하다”라는 제목으로 한국정부의 국사교과서를 국정교과서로 회귀하려는 움직임을 상세히 보도하며 그런 시도를 하려는 교육부가 내세우는 이유들을 심층 있게 분석했다.

 

기사는 애국지사 유관순까지 들먹이며 억지 이유를 만들어내며 정부가 역사교과서 집필에 직접 관여할 것을 주장하는 교육부 장관과 실무자들의 발언을 소개하며, 동아시아 3국의 국수주의적 경향이 역사교과서를 통해 나타나고 있는 사실을 부산대학교 국제관계학 분야 로버트 켈리 교수와 옥스포드 대학의 역사교수인 라나 미터 씨의 언급을 인용하며 역사를 홍보의 수단으로 사용하려는 중국과 일본 그리고 한국정부의 행태를 꼬집고 있다.

 

말레이메일은 이어서 박근혜 대통령이 아버지 박정희를 역사적으로 복원시키려고 유관순을 이용하려 한다는 연세대 이준석 교수의 염려 섞인 언급을 인용하고 이 주장에 대해 역사교과서를 만드는 복잡한 절차와 개방된 과정에서 그러한 염려들이 사실로 되는 것은 불가능하다며 다만 교육의 일관성을 모색하려는 것이라는 교육부의 반박도 소개했다.

 

그럼에도 불구하고 기사는 역사교과서의 사실적 오류를 눈감고 그 출간을 교육부에서 승인한 교학사 역사교과서의 사례를 언급하며 1,747개 학교 중 오직 한 개의 학교만 이를 사용하게 된 경위를 마지막으로 역사교과서를 이용한 새로운 세대를 형성하려는 현 정부의 시도가 쉽게 성공하지 못했음을 언급했다.

 

우리는 지난 대선과 2년 반여의 박근혜 정권의 치세 하에 선거유세 시 내세우고 홍보했던 선거공약과 광고선전이 대부분 과장이고 거짓이었음을 보아왔다. 이제 자라는 우리 후세들의 사고와 태도를 형성시켜줄 역사교과서에까지 자신들의 권력을 강화하기 위한 거짓과 왜곡을 담으려는 노력마저 정부는 서슴치 않는다. 역사교과서는 권력을 쥔 권력자들의 기호에 맞는, 그들의 권력을 보강하기 위한 선전물이어서는 안된다. 역사교과서는 진실에 입각한 객관성을 그 생명으로 해야만 한다.

“In Asia, textbooks are already nationalistic enough,” Robert Kelly, a professor of political science and international relations at Pusan National University in South Korea, said by e-mail. “The last thing the region needs is officially sanctioned government histories that neighbors will inevitably call propaganda.”

Economic growth has been the catalyst for the increasing war of words in a region where U.S. military dominance is being challenged, said Rana Mitter, a professor of modern Chinese history at Oxford University in England.

Military Expansion

Much of the discord stems from Japan’s military expansion in the region in the 1930s and ’40s and accusations of human rights abuses, alongside territorial disputes that arose after its defeat in World War II.

In 2001 then-Prime Minister Junichiro Koizumi angered Japan’s neighbors when his government approved a textbook that omitted references to sex slaves from Korea and other Asian countries who were exploited by Japanese soldiers during and before the war.

South Korean President Park Geun Hye, who took power in February last year, says the issue of “comfort women” prevents a full two-way summit with Japanese Prime Minister Shinzo Abe. Park says Abe should do more to address the grief of victims. Japan says it already apologised in 1993.

“Japan is moving to have more of the government perspective in textbooks even as it allows private companies to publish them,” Kwon Sung Youn, a South Korean education ministry official handling textbooks, said by phone.

“일본은 사설출판사가 교과서를 출판하도록 허락하긴 해도 최대한 교과서에 더 많은 정부의 시각을 담기 위해서 노력하고 있다”고 교과서를 담당하는 교육부 관계자 권성윤 씨가 전화로 말했다.

 

“Whether it’s the government or private publishers that make textbooks doesn’t matter as much as what goes in the book.”

The two countries still have territorial tensions. South Korea’s military carried out a drill today around a chain of islands, known as Dokdo in Korean, the country’s defense ministry said. The islands are also claimed by Japan, which calls them Takeshima.

두 나라는 아직까지 영토분쟁으로 인한 긴장 상태에 있다. 한국의 군대가 한국어로 독도라 알려진 열도 주위에서 오늘 훈련을 실시했다고 국방부는 말했다. 그 섬들을 일본 역시 자기 영토라고 주장하며 일본은 이들을 다케시마라고 부른다.

 

In South Korea, the rewriting of history has been influenced by factions in the tumultuous domestic politics of the past century, including 35 years of rule by Japan, the three-year Korean War that cemented the division of the peninsula and a series of dictators in the South who oversaw rapid economic growth and fierce anti-communist campaigns.

한국에서 역사를 다시 쓰는 일은 35년의 일본지배와 한반도의 분단을 고착시킨 3년간의 한국동란 그리고 급격한 경제성장과 극심한 반공 켐페인을 지휘한 일련의 독재를 포함한 지난 세기의 떠들썩한 국내 정치 속에서 여러 파벌들의 영향을 받아왔다.

 

“Modern history is extremely contentious in South Korea and almost anything since 1910 is controversial,” Charles K. Armstrong, a professor of history at Columbia University, said by e-mail. Some South Korean conservatives think the left-of-center governments of Kim Dae Jung and Roh Moo Hyun from 1998 to 2008 tilted history textbooks to their side, he said.

Education Minister Hwang said after taking office in August it is “problematic” that Yu is missing in half of eight history textbooks adopted by high schools this year. He said having a single textbook would avert “sowing seeds of division in public opinion.”

Some teachers and historians said Park’s government is using Yu as an excuse to run a textbook that glosses over a 1961 army coup by her father Park Chung Hee and his 18 years of dictatorship. Park Chung Hee banned private companies from publishing history textbooks and ran ones that portrayed his coup as a revolution rather than a mutiny. Publication rights were partly restored to private companies in 1982 under his successor with the government still giving guidelines.

“President Park is trying to reinstate her father historically,” Lee Jun Sik, a professor at the Yonsei University Institute for Korean Studies in Seoul, said by phone. “A government textbook would tout the achievements of conservative governments and boost views that conservatives need to extend their power as long as possible.”

Kwon at the education ministry dismissed allegations that a government-led textbook would gloss over the dictatorship era. “Making a history textbook in the modern world is an open process that involves many historians in many phases. It’s impossible that those concerns will actually turn into a reality,” she said, adding her government seeks “consistency” in teaching history.

Finding a consistent history that is acceptable to all nations has never been easy. A European Union attempt to compile The History of Europe in 1992, written by historians from 12 nations, was abandoned after disagreements including a British- Spanish spat over whether Sir Francis Drake was a national hero or a pirate.

모든 국가가 수긍할 수 있는 일관된 역사를 찾는 것은 쉬웠던 적이 결코 없다. 1992년 12개 나라의 역사학자들이 모여 유럽역사(The History of Europe)를 편찬하려던 유럽연합의 시도는 프랜시스 드레이크 경이 국가적 영웅인가 아니면 해적인가를 둘러싼 영국과 스페인 간의 논쟁을 포함한 의견 차이들로 인해 철회됐다.

 

China requires all history textbooks “accord with fundamental policies of the government” while Japan and South Korea conduct a strict screening process, Gi-Wook Shin, director of the Shorenstein Asia-Pacific Research Center at Stanford University in California, wrote in a 2011 book.

“It is no coincidence that textbooks have become a nexus for significant international tension in Northeast Asia.”

For Park’s administration, reverting to a government- sanctioned text would remove schools’ ability to choose which version of history they teach.

Factual Errors

Park’s government last year approved a book by Kyohak Publishing that contained factual errors, including that South Korea’s per-capita income reached US$10,000 (RM33,445) in 1977 under her father, when it was actually US$1,000.

박근혜 정부는 지난해 박 대통령의 아버지 치하였던 1977년 한국의 1인당 국민소득이 사실상 1000달러였음에도 이를 만 달러로 표기한 것을 포함한 사실적 오류들이 포함된 교학사 교과서를 승인했다.

 

The book was also accused of implying that comfort women were prostitutes because they “followed” troops.

이 교과서는 위안부 여성들이 군대를 “따라다닌” 것으로 보아 그들이 매춘부였음을 암시한 데 대해서도 비난을 받았다.

 

Lee Myung Hee, a professor of history education at Kongju National University, said by phone that he and his co-authors did not intend that impression.

After Kyohak revised the book, 20 of 1,747 high schools adopted it and 19 of those reversed the decision following local protests.
